New Computerized Transit System in Georgia

A decree of the Minister of Finance has been issued on simplified customs formalities of the New Computerized Transit System (NCTS).

NCTS envisages the mandatory requirement of Georgian guarantees for cargoes leaving Georgia from May 15 of this year, and for cargoes transiting through Georgia from June 1.

The relevant amendment has been made to the decree of the Minister of Finance “On Approval of Instructions on the Movement and Clearance of Goods in the Customs Territory of Georgia”.

Based on the transit declaration filled out in the “Transit System (NCTS)”, the following goods will be moved:

a) when transiting the customs territory of Georgia (by road and sea transport);

b) When leaving the customs territory of Georgia under the customs procedure of export/outward processing or re-export (by road or sea transport).

In addition, in the case of goods and means of transport moved under a TIR carnet, the use of a transit declaration registered in the “Transit System (NCTS)” is not mandatory.

The order also determines the procedure for filling in the boxes of the transit declaration when implementing the common transit procedure.

From February 1, 2025, Georgia joined the Common Transit Convention and the Convention on the Simplification of Formalities in Trade in Goods, provided for in Annex 13 to the Association Agreement between Georgia and the European Union, and became part of the New Computerized Transit System (NCTS). As a result of bilateral work and efforts supported by the European Union, the Georgian Customs Administration has the opportunity to exchange electronic data in real time - through NCTS.
