
From January 1, 2026, Ukraine and Moldova
have joined the Single European Roaming System. This means that citizens of
Ukraine and Moldova can now send messages, make calls and use the Internet with
local phone numbers when communicating with the 27 countries of the European
Union without additional charges.
It is worth noting that Montenegro and
Albania are also planned to be included in the Single European Roaming System
this year.
For your information, the “free roaming
zone” is a policy that allows mobile phone users from EU member states and
associated countries to use their mobile phones in countries included in the
system without paying additional roaming fees.
It is based on the “Roam Like at Home”
principle, which means that when you travel to another member state of the free
roaming zone, your mobile calls, text messages and data work just like at home
and you do not have to pay additional roaming fees.
Recall that Georgia was considered for
inclusion in the single European roaming system. For example, back in 2024, the
then Minister of Economy Levan Davitashvili stated: “Work is underway with
Moldova, Ukraine and Georgia individually so that we can soon become part of
the single roaming area.”
In November 2025, after the EU presented a
report on Georgia, the EU Ambassador to Georgia, Pavel Herczynski, stated that
“the findings of the report are devastating for Georgia’s European
aspirations.”
At the time, the ambassador noted that
“Georgia is further away from EU membership today than it was in 2023, when it
was granted candidate status.”
At the same time, the ambassador also touched on the roaming system, noting that “due to the trajectory chosen by the government, the Georgian people and Georgian business companies are losing the funds needed for the modernization of the country, zero roaming fees, reduced banking costs, reduced customs checks, and many, many other benefits.”
